I've scanned mine into a complete PDF file and was going to make it available for download on my website but didn't want to violate any copyright laws.

Do you refer to the "Build Manual" or to the "Owners Manual"? Either way, I have never seen a copyright notice posted on either of these documents. Others have scanned and distributed them, as well as the counterparts manuals for the 32. They are available to the membership for download and, to my knowledge, nobody has ever been sued, scorned, or incarcerated.  I think you're on safe ground.
