    Cabot's Australian Timber oil.  Scotchbrite or lightly sand and coat every 6 months or once a year.  One coat that's it.  No stripping.  Easy to apply.  Water soluble.

     I've seen such clips made of regular PVC pipe as well as the more flexible plastic irrigation pipe. The boat next to me has a caprail cover like I'm talking about with clips made of irrigation pipe. They have kinda lost their 'spring' in the sun but it still holds the cover in place.
