Hello Paul.  The number shown is, or was, the Coast Guard documentation number.   The hull number, hopefully, will be found on the starboard side of the hull, approximately 16” forward of the rudder and 16” below the cap rail.  It will look something like this:   WSSK02110774.   “K” is for kit boat.  “F” would be a factory finished boat.  The first 4 numbers are the hull number.  The example shown would be number 0211, or simply 211.  This example was built in July (07) of 1974.     I can not help you with the build sheet.   Good luck,   Dave
